➡️ Can we use a Dualtron 54.6V charger?

Yes, if it is equipped with the same LP16 connector – 3 pins . The voltages and protections are identical.

➡️ My charger stays red for a long time, is this normal?

Yes, the LED remains red until the voltage reaches 54.6V. It then turns green once the battery is fully balanced.
